I may be naive but seems to me it's hard to refute such reasoning (unless undeclared agendas are being protected).

And, as said elsewhere, every country should establish its own fair-share system.

This is a good idea but I suspect that the number of people who would be above the cutoff for a negative net effect is higher if you include those with retirement income coming from large group pension funds.

And I also think that we should not neglect the option of taxing all wealth transfers (including inheritances and gifts) as income in the year received.
